N-Way active does not seem to work in OpenSAF 4.0.B3

Description

When transforming an existing AppConfig?.xml model from OpenSAF 3.x into the new OpenSAF 4.0 IMM format, the new N-Way active model does not seem to work.

Attached to this ticket are the 3.0 version (AppConfig?.xml) and the 4.0 IMM version (AppConfig?-imm.xml).

When testing the behavior, the following observations were made:
- A N-Way active model for two nodes gives one active CSI-SI assignment.
- A N-Way active model for five nodes gives two active CSI-SI assignments.
